Cannot make elevators with Control panel on the elevator itself

Issue description:

When I try making an elevator with control panel it doesn't make the elevator.
I tried doing it without the control panel and it worked, somehow making the elevator the control panel are broken.
in 1.12.2 I can make an elevator with control panels.
There is another issue, the Redstone output is not working.

Steps to Reproduce:

  1. Try to make an elevator with the control panel on
  2. Issue reproduced

  • Thutcore: 8.1.1
  • Minecraft: 1.16.4
  • Forge: 35.1.13
  • Thuttech: 9.1.0
