You can use both mods at the same time, but Aquaculture already has a rod upgrade system. Tide's upgrade system is simply not compatible with the Aquaculture one. You can do some workarounds with datapacks but it wouldn't make sense to support Aquaculture out of the box

Right; It’s not incompatible in the sense that it breaks, it’s just that aquaculture uses a similar system of mechanics.
