Chunk generation error in tide:end_oasis (1.21.4, Fabric)

Issue Description:
An error is logged on the server thread during chunk generation in the minecraft:the_end dimension. The error manifests as net.minecraft.class_148: Exception generating new chunk, caused by java.lang.IllegalStateException: Requested chunk unavailable during world generation.
Steps to Reproduce:
- Use Minecraft 1.21.4 with Fabric and tide mod
- Load a world and enter the End dimension (
minecraft:the_end) - Generate new chunks by exploring previously unloaded areas
