Issue description
The ItemStackedOnOther forge event doesn't get called when right clicking on a fishing rod, with or without a carried item on the mouse. Additionally, you cannot pick up a fishing rod stack by right clicking. I'm guessing this has to do with the ability to attach bait to fishing rods.

To Reproduce
Place a fishing rod in an inventory slot. Right click on it without carrying another item and see that it doesn't let you.

Additional context (optional)
I'm currently working on an update to Stardew fishing that will allow you to attach and remove bobber items by right clicking, but this doesn't work when tide is installed.
