Trying to set up time on my server as the following:

40m day time
20m night time

Past 2 days ive been trying to get it to do a full 24 hour loop in one hour irl. (the server is always online) Ideally I want this to be on the hour. (i.e. 3:00pm IRL is start of minecraft day and 3:40pm is start of night)

Issue is it keeps going out of sync and was wondering if there are changes i could make to fix it.

I have sleeping disabled. If its possible let me know, and what time/tick I should set it at the top of the hour to achieve what Im looking for.

I can't say I've ever purposefully tried to sync it in this long manner, at most I'd leave my dev instances running for a few hours to see if game time would be multiplied in accordance with my calculations - and it was about as I'd expected it to be.

I'd wager with how unstable tick times on modded Minecraft can be there are bound to be discrepancies unless you can maintain a perfect tickrate at all times.

I have adjusted how the IRL multiplier is calculated in 1.5.0, maybe that will help?
