As the title says, the gamerule doesn't do anything at all

Just tested on singleplayer, server, fabric and forge with 1.6.0 on 1.20.1, seems to work normally.

Check that you don't either have sync_to_system_time set to true or have some mod(s) that could be messing with the daylight cycle as well
