I cannot reload any gun, even in creative mode and if i have ammo within my inventory

i'm running it with ATM9 if that is required for help.

I've done some testing with small mods badges of maybe 20-30 mods at a time from the modpack i'm using and when I did that the reloading works fine but once all the mods are together it doesn't and I don't know why
