It just says "Tinkers Construct is for an older version of forge and cannot be loaded"

It just keeps saying that, which version of forge do I need? I know it's for 1.16.5, but which specific version?

It's built against 36.1.15.

Odds are you downloaded the 1.12 version or something similar. Since you did not use the issue template, hard to say.
