Describe your issue

When I right-click a dirt block with a mattock equipped, nothing happens.

What I expect to happen is that the dirt block turns into soil.

When I use a vanilla hoe, the dirt turns into soil.

I have a used a stone mattock and an iron mattock (iron heads with wood handle).
