Toolbelt will not go to level 2

Describe your issue
As the title says, I was able to add one level of the Toolbelt ability
Steps to reproduce the behavior:
- made traveler's leggings Traveler's leggings
- added 1 level of toolbelt
- added the pocket chain upgrade
- attempt to add a second level of toolbelt
Expected behavior
I expected to be able to get a second level of the toolbelt, as the book describes

Confirm the following
- Check if you are using performance enhancers, such as optifine
- Check if you have searched the tracker to see if your issue already exists, notably pinned issues

Just to help a bit, the mantle version is 1.6.152. I'm running the mod pack it's used in, and was able to check that for @Wattaton.
