Smelting modifier is too eager about opening the inventory

Describe your issue
The description for the smelting modifier says it should only open the smelting inventory/menu on shift interact, however on my pickaxe it happens on a normal right click as well as shift right click (making my offhand useless while holding it).
It works as expected on my leggings, I have to use shift + I to open the smelting inventory and regular interact (I) does nothing.
Steps to reproduce
Put smelting on a tool, right click tool.

If I find some other bugs ill test all of those at once, but this is a very minimal pack (TiC, botania, modernfix, ferritecore, embeddium, oculus and some other misc mods) so i very seriously doubt its a mod interaction issue.
