When applying attributes through crystals, the lucky attribute crystal cannot be applied repeatedly to reach luckier/luckiest.

Steps to reproduce

Extract luckiest, luckier, and lucky modifiers from tool using ender slime crystals and wet sponges. Then try to reapply them one at a time.

This is not a bug. It is a balance change that was introduced as the method youre describing was deemed to allow you to get around the recipes for level 2 and 3 too easily.
