20 pufferfish is a lot for vanilla, 5 sunflowers is not

Problem description
Anti-aquatic requires 20 pufferfish per level. This is very difficult cost to fulfill in vanilla due to the main way to obtain them being fishing, where they are reasonably rare (13% of fish caught will be pufferfish, so you need to go fishing ~150 times to get 20 (assuming you catch only fish, no junk or loot), which takes about 17 minutes if you assume an average time of 7 seconds per fish (a generous estimate with lure 3)).
Quick Charge requires 5 sunflowers, which is ridiculously cheap (5 bonemeal once you've found one sunflower, which is not hard).
Suggested solution
Swap the costs so quick charge requires 20 sunflowers and anti-aquatic requires 5 pufferfish.
Alternatives considered
Use alternative numbers (ie 4 pufferfish and 25 sunflowers).

Used the search bar
99129c2 already fixed pufferfish to be cheaper.
Will consider quick charge. Thematically 20 sunflowers is a lot for the amount of oil you need. Perhaps its better to just swap it for some other item.
