Problem description

Tinkers makes Turtle Shells a lot easier to get via severing, however provides negative use for them (tinkers removes most of the usefulness of them in vanilla by providing tinkers armour).

Suggested solution

Make Turtle Shell able to apply a full level of the Turtle Shell modifier. Currently this costs 5 scutes, which funnily enough is the cost of a Turtle Shell anyway!

Alternatives considered

Turtle Shell slimeskull that has a trait similar to the vanilla effect (+10s water breathing when not in water).
Turtle Shell armour material would be very awesome (imo tinkers doens't have enough underwater stuff, just the turtle shell modifier which is quite op).
A way to uncraft turtle shells into scutes for applying the modifier.

Additional context

Note that Turtle Shells are the armour pieces, in the top barrel. Scutes are the small ones that each baby turtle drops one of when growing up.

Awkward thing about using the helmet to apply the modifier is it is damagable. I suppose I could check for a 0 damage helmet easily enough though.
