LaceratingModifier can't effect when it's in Shield

Describe your issue
When I use the shield which has LaceratingModifier to block attack, LaceratingModifier can‘t do anything as the description to give the attacker bleeding. I‘m not sure other modifier could effect in shield
Steps to reproduce
in code LaceratingModifier.java, the function registerHooks, it could need to added a hook ModifierHooks.ON_ATTACKED
