Allow the materials to govern how many modifiers a new tool should have

This might already be a thing, but I have been unable to find out how to configure the mod to make it work like this.

Right now Paper and Magic Wood are both useless when this mod is installed.

There is no material specific configs. You can set how many modifiers a tool has at most when built, excluding traits like paper.
