When placing an item into an inventory with a hopper attached, or into the terminal directly, it will always prioritize an inventory with the item existing in it than an empty inventory with a higher cable connector priority. Using "leave last item in slot" does not resolve the issue and requires then two of the desired item in the higher cable connector priority to be subsequently filled.

EDIT: It attempts to complete full stacks in an inventory before obeying cable connector priority.
