(Original issue: EnigmaticaModpacks/Enigmatica2Expert#1125)

I've just been able to reproduce this on a fresh instance - Thermal Expansion caches aren't supposed to be breakable, but it seems that tool progression completely overrides this behaviour to the point where I cannot even overwrite the hardness with CraftTweaker.

(Footnote: We had exactly the opposite issue with XU's creative mill, maybe this ties in with this as well?)
