I bought a book what can't be applied to a tool in an anvil. The book, that the shopkeeper sold has light blue, the vanilla one yellow text in tooltips first line. Vanilla/yellow text one work on same item in anvil on that the shopkeeper/blue text one don't work.
Tested in survival and reproduced in creative with other enchanting ( chestplate + Blast protection ).
