I... am not sure why but if More TCon is installed with Total Tinkers... you are unable to apply the 'Blasting' Modifier for Pickaxes & Hammers at a Tool Forge. If either Total Tinkers or More TCon is installed and not both... then you can apply the modifier onto those tools.
