The Cutlass config options still use their default values despite changing the tick duration & the speed amplitude.

In a private world... I was setting those to 0 to 'disable' the speed potion effect since I'm using the mod "Set Effect" to apply some attribute modifiers while holding a Cutlass tool in your Main-Hand just to give it a buff.
