2 issues here and one second mention to a previous request.

First the main bug: Freeze do not obey mob spawning mechanics. Hostile mobs when in the over world are not suppose to spawn in light levels above 7-8, however Freeze are ignoring this rule and spawning in light levels as high as 10-12.

Secondly, since Freeze are basically the same as Bliz from Thermal Expansion (with the exception of the ore dict which I will cover in point 3) it would be nice to have the ability to turn off mob spawning for Freeze. I do not think I have encountered a mod yet that did not provide this most basic config option in regards to mobs. Also, if point 3 is also applied, then players could also decide if they wanted Bliz or Freeze to spawn, and still be able to craft the items currently only provided by having both enabled.

Third, because Freeze and Bliz are essentially the same hostile mob (similar artwork, similar attack methods, similar effects, similar mob drops) it would only make since to ore dictionary the Freeze rods to the Bliz rods. As it stands, Freeze rods have 2 purposes: turn into Freeze power or turn into Cooling coils. The Freeze powder has only use use Ice Charge. The Bliz rod can be broken down into Bliz powder and snowballs, as well as crafted into Blizz Chunks if you have 'Mystical Agriculture' installed. the Bliz powder is used to craft Cryotheum Dust from Thermal Expansion, which along with being used as a coolant (once further processed) in Big Reactors, is also used as a consumable coolant and reagent in dynamos and other power producing devices. The Cryotheum Dust is also used in various craftings, mostly for making upgrades used in Thermal Expansion. By either providing an Ore Dictionary entry between the Freeze rods and Bliz rods (and possibly in addition to providing a method of disabling them) it would lower server load due to mob spawning, as well as provide more uses for both Bliz rods and Freeze rods.
