Prevent enchantments from being applied to canteens

Enchantments can be exploited for a near-unlimited water supply without refilling canteens.
isBookEnchantable(ItemStack,ItemStack) from the item class is probably what you want. And set the enchantability to 0 if its not already to prevent table enchants.
