This is in survival mode. Place a street light (double or single) and there is immediately light present. Give it some redstone, the light level increases. Turn the redstone off, light level decreases, but is still fairly bright. Destroy the streetlight (note they suffer from #11 as well) and the light does not disappear, even thought the street light is gone.
