An ability to blacklist specific items or fluids from the trash cans. This would be more for pack devs that want to create custom items or fluids that users cannot "throw-out"

Currently making a 1.19.2 forge pack, A custom recipe recipe idea I have with Mekanism is to convert the gas nuclear waste to a fluid, Issue is I don't overly want users to just abuse the conversion to "bin" the waste instead of what I have planned.
