New Backpack for people who like the old squid backpack

A Dolphin Traveler's Backpack with Water Breathing and dolphin's grace, with a balance change to the squid backpack to grant mining haste

Describe alternatives you've considered
Glow Squid Backpack for these effects, but it doesnt fit the speed of the mob

Additional context
a dolphin traveler's backpack would greatly improve water travel due to how fast dolphin's grace makes the player move. it should be balanced with a high crafting cost, however, as dolphin's grace is super overpowered. I propose a crafting recipe consisting of 4 nautilus shells, a heart of the sea, and 3 sea grass/3 kelp
