Allow turtles to "equip" a backpack and use it as a portable chest.

thats pretty much it, backpacks already use the generic storage api so to turtles when placed as a block they already are a "inventory" peripheral they can interact with (like a chest), but it would be nice to have a turtle be able to have its own portable storage
