Tanks Capacity config and tooltip change

Not related to a problem but can be confusing.
In the configs you have "tanksCapacity". These settings could be confusing for some.
While I understand how the numbers are working, if you don't know how fabric works with water, these numbers can be extra confusing.
The same goes with the tooltip. This at a glance makes no sense to the everyday minecrafter.

A clear and concise description of what you want to happen.
I would like to see the config changed to work by whole numbers or in millibuckets, so at a glance a user can see how many buckets it is for each tier.
Same or more importantly to have the tooltip show the user a much easier, quick to understand number.

A clear and concise description of any alternative solutions or features you've considered.
I have no alternatives, I'd mainly just like to see the tooltip make more sense to my gran or my kid

Config will stay the same, just with comment 81000 = 1 bucket
tooltips will show in mb so 1000 equals 1 bucket etc.

The most I can do with this is
Add x bucket to tooltip so if there's 1 bucket inside tank it shows 1 bucket. But it will show 1 bucket even if there would be 1 bucket and a half inside. It will render above numbers
And config - I can add comment that 81000 = 1 bucket
tell me if it fits your needs

The comment in the config would be more helpful to others and me, yes.

Not so sure about the tooltip. I mean yes that would help, but not sure why you can't show 1.50 or 1.25 or 1.33 buckets etc.
It's just math right? You know better than me how it works though.

I'd just like others to see easier and quicker as to how much they have. It's totally your call how or if you want to do it.
