Describe the bug

• T Construct tools in 1.16.5 cannot exist in tool rotational slots within any backpack.

To Reproduce

1. Install T Construct for 1.16.5, along with travelers backpack.
2. Try to use T Con tools in the scroll slots.

Expected behavior

• Tools should be able to rotate within the backpack tool rotate slots, like in 1.12.2.
