[1.19 Forge] Can't run server with mod

Describe the bug
Server can't run when there is backpack mod.
To Reproduce
Steps to reproduce the behavior:
- You can use Forge version 41.0.27 or later. (I tested .27 / .30 / .35)
- There is no other mod, Only Backpack mod.
Expected behavior
It causes "Failed to create mod instance." error

Additional context
It works with Forge 41.0.22.
