Friend's Items Always Disappear From Backpack After Death (In-Server Only)

Current Forge Version In-use: 14.23.5.2779
I am the owner of the server me and my friends play in. Whenever I die my backpack is safely dropped and still has all of my items that I've gathered inside my backpack. However when my friends die, their backpack drops but once they pick it up, all of the items they've gathered in that backpack is now gone. I have no mods associated with items being picked up except for Carry On (https://www.curseforge.com/minecraft/mc-mods/carry-on), yet removing it had no effect.
