Fix loot tables so that level keys are in level-1 locked chests. Ex. Rare keys should be found in Scarce chests, not only in Rare and Epic chests. Revisit how locks are assigned.

Ruby and Sapphire keys aren't in any of the loot tables. Add them! Double check all other keys and items.
