Make a "server only" release for servers that don't want to require it on the client

This new mod will basically be the exact same mod minus the BreakSpeed stuff and any other events that would require the client.

I'm pretty sure it works fine as it is. Last time I tried it it worked server-side only, even the break speed synced correctly (which was a surprise). Didn't test in 1.7 though.

I think the breakspeed stuff can be a bit wonky on the client if the mod is not present, but the mod still works.
