Possible world corrupting error involving Tropicraft

Issue Description

User of my modpack reported a possible crash involving Tropicraft. Not sure how he triggered it, but it ended up corrupting his world.

Tropicraft Version: 7.1.4.78
Forge Version: 14.23.4.2760

This isn't world corruption, some other mod is adding biomes to our world generator...which is not expected.

Yes, but Tropicraft has since been pulled from the pack.
