Dimension does not unload when unoccupied.

Issue Description

The mod seems to keep some chunks alive even when the dimension is unoccupied by players, wasting CPU power on that dimension. I'm not sure if entities are spawned within the dimension while it's unoccupied but the fact it cannot be unloaded leads me to wonder if that is the case.

Steps to Reproduce

  1. Use any mod that unloads unoccupied dimensions
  2. /forge tps
