[1.16.5] JEI Disappears When Run Alongside Apotheosis and Tropicraft

Issue Description

When running Apotheosis, JEI, and the Tropicraft beta together, the JEI system/overlay/side-menu does not work. When running Tropicraft and JEI alone, the JEI interface will show up. When running Apotheosis and JEI alone, the JEI system works. But for some reason, when running the three together, something is going wrong that is preventing JEI from displaying. I am posting here because this problem popped up when I started using Tropicraft, but I can also post this to the other Github repositories for consistency if that would be helpful.

Steps to Reproduce

  1. Install Placebo (library for Apotheosis), Apotheosis, JEI, and the Tropicraft beta together.
  2. Open a new creative or survival world for testing.
  3. Open the menu and notice that JEI does not show up.

Tropicraft Version: Tropicraft-9.0.0-beta+54
Forge Version: 36.1.32
