It says its configured wrong and it had apply plugin instead of a {} of them different from your other mods on 1.17.

Which branch are you using? For 1.17 you should currently use the fabric_1.17_temp_features branch. The other branch (fabric_1.17.x) is old and probably broken in many ways.
