Add hand restocking for firework rockets

I noticed that when you run out of firework rockets in your hand while flying in the air, tweakHandRestock doesn't restock them.
Which version? Last time I ran out of rockets, I was on tweakeroo-fabric-1.16.3-0.10.0-dev.20201001.000406.jar and it didn't restock for me. I'll test the latest version the next time I play Minecraft, though.
But yes, if it's in the latest 1.16.3 then by all means this should be closed.
