When you tule on chat it also activates the hot key.

Which hotkey were you referring to? The chat being open should prevent any hotkeys with context in-game from activating. So it depends on the advanced keybind settings (the context) you have set for a key. If the context includes GUIs then yes the keys will activate inside any GUI.
