As well as in other text input areas such as books, anvils, signs, etc.

Modifying SharedConstants.isValidChar() can achieve it, but wouldn't you be kicked by the server : Illegal characters in chat?

Unfortunately yes, there is already a standalone mod that does this called Color Unchained, so feel free to close this ticket.
