Feature: scroll to set mode for fast-placement and breaking restrictions

Summary

It would be neat to be able to use the scroll wheel to set the mode (e.g., COLUMN, PLANE, FACE, ...) when holding the hotkey for the tweak.

When using the 'Grid Restriction' tweak, if one keeps the hotkey on, the wheel can be used to change the grid spacing (e.g., 1, 2, 3, etc.)

It would be cool if the same feature was available to set the placement mode (and the breaking restriction mode, which is analogous, assyme everything I say applies to both):

  1. hold the 'fast-placement' hotkey (the placement-restriction hotkey is non-functional as far as I can tell, so the general control for that feature is the fast placement hotkey)
  2. Message 'fast-placement enabled, MODE=FACE' will show (as it does today)
  3. keep holding the hotkey
  4. use scroll wheel, message updates 'fast-placement enabled, MODE=PLANE'
  5. release hotkey, enjoy fast placement

This has already been implemented for all the relevant features in the main development code. But no idea yet when any of that is ready for any releases, not to mention on the recent MC versions.
