When trying to mine wheat with tweakToolSwitch enabled and also having a hoe in inventory, tweakToolSwitch will switch to an axe instead of the hoe, even when the hoe has fortune on it.

Mod is working as designed. Wheat does not have an associated tool and it's instantly broken, and I believe the axe is the default for tweakeroo. You can put fortune on your axe and get the same effect.
