What happened wrong?

The ore processing upgrades multiply netherite scraps received on singleplayer, but don't work on ancient debris in a server, but does work on every other ore.

There is no way to differentiate between a dedicated and integrated server in this case, there is certainly some difference between your server instance and your client, it could be in the modpack or if you are using some datapack.
