This mod's config files do not allow changes to be made to dispensers and dispensers also do not allow bone meal to be used on flowers. Unfortunately the Forge Config Screens does not have 1.19.2 listed as compatible and Configured can not make any changes either. I didn't know if this was intentional or not, so I can not say if this should be put into a suggestion or if it's an actual bug.

The new bone meal behaviors automatically work for both players and dispensers. The config options control both cases simultaneously.
