Since the base Chisel mod seems to refuse to change the textures of all the awesome colors of terracotta and they can already chisel the base terracotta, maybe it could be done on your side, it was requested multiple times on Chisel side but their dev teams don't seem to care at all about new blocks to be supported and simply close the request when its asked.
