[1.18.2] Hyenas (possibly other mobs) start Wandering on own (won't stay sitting)

Describe the bug
Tamed Hyenas, and possibly other mobs, start to wander randomly when sitting. Possible interaction with Domestication Innovations. Quark shibas, tamed wolves, etc are not effected. Will link this to Domestication Innovations tracker too.

Steps To Reproduce
Steps to reproduce the behavior:
1: Tame a hyena
2: cycle commands to sit
3: wait some time, maybe do some stuff
4. ???????
5. Profit the hyena got up and started "wandering".

This is also an issue on the 1.16.5 version of the mod.
Meaning it's likely not a compatability interaction between Domestication Innovation.
It mostly happens after leaving and re-entering the chunk they reside in, meaning they revert to wandering after they get unloaded.
