[1.18.2 Fabric] Config file does not generate or function on the serverside

Config file generates and functions correctly on the client, but for some reason, it does not generate on the server. I tried dragging the client config into my servers config but it did not work.
Currently I am trying to disable the structures due to preferences with my modpack, but I cannot currently do that on my server.
Version: 2.0.1 [Fabric 1.18.2]
