1.15.2 Kelp variants don't drop themselves unless broken directly

When breaking the bottom block of a kelp tower, only that block drops its item; the rest is destroyed.
This makes farming inconvenient and does not mirror vanilla behavior.
I am using version 1.15.2-1.7.1.
