In vanila, mundane potions can be created by brewing any reagent with a water bottle. However, reagents in abnormals mods (in UA, you have lionfishes and cocoa beans) are unable to make mundane potions.

to be fair more recent reagents (phantom membrane, turtle shells, etc) can't make potions. So i guess it doesn't really matter
