Since cracked clay urns are treated as a block state and not a separate block, players can't place them on creative mode without dropping a urn from a tall height. Also, breaking a cracked urn with a silk touch pickaxe drops an uncracked urn. Therefore, the goal of this issue is to change cracked clay urns from being a block state to a whole new separate block, just like anvils do.
